Ajit, religous bodies can hand out leaflets in the street without permission from the Council, but they cannot set up a stall on the pavement without permission. If they are being abusive or anti-social, that is a matter for the local PSCO's, Enforcement Officers or Crime Prevention Officers - who will have a 'quiet word'. The same applies if they are blocking the pavement, thus causing problems for the blind, disabled and those with pushchairs/prams who are trying to pass down the public highway unimpeded. |
