I was caught by a mobile CCTV camera as I picked up some cash from the machine near my home, at 3pm, outside the Horn Lane Coop. I stopped my car on the single yellow line there. As there was no queue, I was out of the car less than two minutes and no more than 10 feet away from it. I later spoke to a traffic warden who said that as there were no loading restrictions there (ie kerb marks or white plate)he'd have allowed me to be out of the car for 3 minutes, but that there might be different rules for the CCTV department. Is this possible, that different departments of the council can interpret the rules so differently? Is using a cashpoint machine "loading"? If I say that "the alleged contravention did not occur as I was not parked but was loading for 2 minutes", do I have to provide evidence or is the onus on the council to prove that I wasn't loading. Surely I'm innocent until proved guilty! Thank you. Steve |
