Sorry, but I am indeed unsympathetic to people who think it's OK to park on yellow lines because it's convenient. They are there to try to improve traffic flow and/or safety. The loading exemption recognises that when people are delivering or collecting things, it's not always practicable to carry them from the nearest parking place. But unless Steve needed a suitcase to carry his money (and I envy him his withdrawal limit if so!), he has no justifiable reason for parking there. I think you'll find that case law is quite clear about this. (It's too late for me to look it up tonight.) You might, however, have a case (if only in mitigation) if the camera van was parked in the only available parking place in the area, as happened at the infamous loading bay in Churchfield Road. |
