Some interesting points there, Milena, particularly the theory (with which I agree) that motorists have developed a sense of themselves as a persecuted group, and consequently take pleasure in their small rebellions against the system. I completely accept that where, as you say, people are caught out by changes that have not been properly signposted, they should have recourse to appeal; trickery is tantamount to robbery. I'm less convinced on the subject of "clandestine" ticketing, as it often seems to signify that someone was indeed, and knowingly, illegally parked (or speeding, or whatever), but was caught in a way that is somehow outside the rules of the 'game'. Parking restrictions should apply to the extent that, if they were not there, the effect would be chaotic and/or anti-social. The places that have been referred to (cashpoints, stations etc) have restrictions for exactly that reason - usage would otherwise be continuous and obstructive. Mere pedestrians like myself have a very different perspective of the social standing of motorists, which just goes to show how different the view can be, depending on where one is standing. |
