Veki, if your friend was already there waiting for you, so you just stopped long enough for her and her child to board, then I think that should be allowed, and is definitely worth challenging. It's definitely allowed on double yellow lines, including any time needed to fold and stow a wheelchair. The situation with loading bays is slightly different, as I believe that the "boarding and alighting exemption" would be included in the Traffic Management Order under which the bay was created, and TMOs aren't usually available online. If, however, you stopped in the bay waiting for your friend to arrive, that would be more difficult to justify. Where exactly was this (outside which shop or building number)? For how many minutes does the PCN say you were stopped? |
