I assume that the PCN was attached to your car, not sent through the post. If so, there are three opportunities to contest the PCN: 1. Informal challenge. This is what you have just done, and had a rejection from Ealing. You still have 14 days to pay at the discounted rate for early payment. 2. If you don't pay within 28 days, Ealing will send a Notice to Owner to the registered keeper's address for your car, which they obtain from DVLA. They will enlose a form on which you can make a formal "representation" to the council. 3. If they reject your representation, Ealing will send you a Notice of Rejection, together with an Appeal form for you to complete and send to the Parking and Traffic Appeals Service (PATAS). They are the independent adjudicators. They used to be based at New Zealand House, but are now at the Angel, Islington (though you don't need to attend the appeal hearing). The fact that you and others were let off previous PCNs doesn't necessarily mean that you must be let off this one. I can't comment further without more details from you. What's the contravention code or description on the PCN? What was your defence that they accepted last time? What road was this? |
