For a code 12 contravention in Ealing, the penalty is £100, reduced to £50 for prompt payment (within 14 days of the PCN issue or an unsuccessful challenge). You can therefore challenge the PCN (only by post or fax according to the Ealing website), and if the challenge is rejected you can still pay at the £50 rate. But I don't know what grounds you have for challenging the PCN. You were parked during controlled hours in a residents' bay in a CPZ without a permit. The fact that this happened on a Monday morning some 32 hours after the clocks changed is no defence. You say your car is "newish", but unless you're claiming undue delay by the council in issuing a permit, that too seems irrelevant. Sorry, Michelle, but I suggest you pay the £50. |
