| I am currently contesting a parking ticket I was served by Ealing Council and would like some advice from anyone who has experience of dealing with such matters. On receipt of the Penalty Charge Notice (PCN) I wrote to Ealing Council (EC). My argument was that on a previous occasion, having contested a PCN for parking in the exact spot, I was let off. Also a neighbour was let off having contested a PCN for parking in the same place. Although they did not address my argument, EC have since written back and claim I am still at fault and need to pay the fine. I have heard that the next step is to take the matter to 'New Zealand House', where hopefully I can resolve this dispute. Is this correct and how does one instigate this? The wording on the last letter I received from EC is: "If your payment is received within 14 days of the date of service we will accept £50 (otherwise £100). If the PCN is not paid within 28 days of the date of service of this letter, we will send a Notice to Owner (NTO) to registered keeper. The registered keeper can then make a formal representation against PCN". |
