Probably a combination of at least three factors: East European migrants settling down and having children; the relatively good reputation of the borough's schools; and the recession causing parents who would otherwise send their children to private schools to use state ones. Couldn't say what proportion is down to each cause. The final reason would explain in part why Council officers have been caught out by the rise in demand for places; the normal planning assumption is that about three quarters of babies born in the borough will go to state primary schools. I think there are about 5,000 babies born to borough residents each year, so each 1% change in kids going to private schools is nearly two classes. |
