| Anybody would think that the great complainants do not already have a kerbside recycling and waste collection. Anybody who doesn't should be asking why. How many people don't know which borough they are living in let alone who their Councillors are. One of the jobs of Councillors is to intercede with the Council on residents' behalf. Perhaps some of them need reminding. Wasn't it Winston Churchill who said never let a good crisis go waste. We all know who in Govt is his greatest fan. There is also The London Plan we should all be aware of.
