The contract apparently says the mess left by the refuse operatives has to cleared by them there and then. That is an improvement on the arrangements with May Gurney. I think the Enterprise operatives do clean up. The cleaners arrive at the wrong time because the Enterprise management don’t know how to manage. It’s child’s play to organise. But on the other hand if Mahfouz had not insisted that the sweepers come on the same day and realised that some of the streets would have their rubbish cleared too late in the day for the cleaners to do their job before going home time, then the process would have worked properly. Trouble is that Mahfouz is too inexperienced to know about these things. And if the senior Council Officers had the resolve to check the arrangements as they are at the moment, then we should have seen this problem tackled from the outset. The conclusion is that Enterprise’s chief is not fit, neither is Mahfouz, and the seniors in the Council languish behind the Town Hall walls scot free – having originally called in specialists because they did not themselves know what they were doing. And the standard of street cleaning is poor, either because the cleaning brief is inadequate or the sweepers have not been trained to understand what cleaning a street means to normal people. |
