£31K? More than that! A link to the figures is below, but J Bell seems to have received £51,012 in 2011/12 (that's to end of March this year) - not sure why his allowances are split into two rows in the table. One can do a councillor or cabinet member job and a full time job well (just about in the case of the latter) and there are problems galore in encouraging such positions to be full time. The leader's role is different, because it requires taking ultimate political responsibility for the Council.
