Marie, as someone who lives south of the 38th parallel (Gunnersbury Lane) I have watched this post with interest. The main problem seems to be the pure selfishness of your neighbours (unless of course at some time you have upset them!). Giving you the benefit of doubt, I think the ripped rubbish bags may be the leverage you need! Either threaten to, or actually get on to the council's environmental health dept (they will need some persuasion) and they can order your neighbours do do something about the rubbish. May not make any friends but may actually jog them out of their indifference. Good luck. |
