At all three of the entry points to LTN25. The council promised (and based the extension until the end of July 2021) to provide exemptions for blue badge holders. Everyone else - apart from emergency vehicles and the council's mobility buses - will be fined when their cars are photographed by the about-to-be-installed Automatic Number Plate Recognition cameras. Except no blue badge holders seem to have had the letters with the forms yet and each one has to be filled in (presumably by disabled person or carer) and returned in time for each one to be checked and approved or not - presumably before the fining starts on the 25th. Also there is no clarity about who is exempt - a blue badge goes with a person NOT a vehicle. So can I register my hybrid car inside LTN25 to my mum's blue badge outside the LTN? Nobody knows. Or maybe they do and just aren't telling because we don't have enough to be anxious about in the middle of a pandemic and lockdown. |
