Appendix B of the applicant’s design and access statement shows that they have exceeded the maximum allowable number of housing units per hectare (260): 311 if one takes into account the whole site or 480 if one only takes account of the areas of the site which is being developed for residential use. The density in terms of habitable rooms per hectare exceeds allowable levels by greater margins. The London Plan allows for densities of upto 700 habitable room per hectare on certain high density sites. With 422 habitable rooms, the density for the whole site is c920 habitable rooms per hectare and for the area being developed for residential the density level is c1,430 habitable rooms per hectare. These densities far exceed the London Plan allowable levels and anything that has ever been applied for in central Acton. The last application for development on this site (ref P/2006/3690 - 72 flats on the car parks only) proposed a density of c750 habitable rooms per hectare and this application was refused on several grounds, including density of development. The developer must be aware of the extent to which they're pushing beyond the guidance on density and so must the planners who've seen the application and yet they're submitting it. |
