| Could it be that the collection is being done on Bank Holidays but because a lot of people think it won't be taking place that day the round finishes much more quickly? That means people put their bins out unaware the collection has already taken place. On food boxes I've found persistence eventually works but you sometimes have to make two or three reports. |
