That would be impractical due to the impact on buses and emergency vehicles. Part of the problem is identifying who is responsible for enforcement. In some parts of the country it's the police as this is a criminal offence. In some parts of London, the offence has been 'decriminalised' which means councils have the power to issue fines. This is further complicated as London has a lorry control scheme that limits the movement of lorries over 18 tons at weekends and at night to designated roads. So you need to find out firstly if the police or the council are responsible for enforcement in Ealing. The Council's parking guide does not list driving over weight restrictions as an offence. If it's the police, this may be a problem as they probably assign a low priority to this offence but they may accept Don's photos as evidence to take action. If it's the Council, then they'll probably insist on having their own pictures/videos before issuing fines. |
