| Surely the blame lies with Ealing Council for granting the change of use/planning permission in the first place - the franchisee cannot take all the blame; as he states, he is only trying to earn a living (dubious as that may seem to many of us). I hope Ealing Council's planning department is not heading in the same way as the implied distrust and concerns of its neighbouring council's planning department (Hammersmith & Fulham) - but one does have to wonder. |
