This is typical behaviour for Network Rail, they believe that they are only answerable to their customers who are the TOCs, not the passengers. Ian Coucher has tried somewhat half heartedly to change this cultural belief, but it remains set in stone with the majority of employees. In fact the majority of NR engineers would be delighted if no passengers ever used the trains and they could just play 'model railways' all day. Also tfl will find, as many of the TOCs have found out somewhat belatedly,that you have to stand up to NR, they really are very arrogant and quite often bone idle. And yes during my time sitting on LTUC/LTW I had some real run ins with them, in particular their head of communications, who was sent to a meeting and was unable to answer any of the questions asked of him, I feel it will be the same on Monday. |
