I raised this with Ealing council last year, asked if it was possible to develop "guidelines" to help create consistency along the shop fronts on Churchfield Rd and Acton High Street. They said it would be difficult because all the buildings are owned by different landlords. The council have given out some grants to help businesses improve their shopfronts, I believe 11 in total - I guess it would take a huge amount of investment along with some guidelines for shop keepers in terms of colour palettes and signage. Ealing council are applying for the Future High Street Fund for Acton, which could give Acton up to £2m in funding - so definitely worth starting a new thread and gaining support for something like this in case they get that.
