We had exactly the same problem and it took 8 years to solve. Network Rail will tell you over and over again that they have the work planned, and then cancel it. It's going to be expensive if you own the property, luckily ours is Housing association so they met the costs. Network Rail will charge you to have the line shutdown, this costs between £5-£10 thousand, depending on how many times it has to be shut. Our was 3 times. The best thing to do is contact Treeworks in Ealing, they did ours (2 huge trees at a cost of around £10,000 but this was to remove the trees completely.), and dealt with Network Rail. It will be a long haul and expensive, but safer. In Jan 2007 half of one of ours fell into the neighbours garden, would have killed anyone in the garden, that's why Network Rail had to give in.
