Indeed John, the question is why don't the Council do more? Apparently the answer is that fines for unlicensed HMOs and flytipping are the property of Central Government, so the Council doesn't care much about collecting them. However,the Council is entitled to deduct its costs from fines collected; salary of envirocrime officer, collection and sweeping staff, equipment etc. According to a recent report, it takes an average of 220 days for the Council to complete investigation into reported unlicensed HMOs. There are no figures I can find for prosecuting flytipping. A business opportunity being missed wouldn't you think? |
