| Peter these people are drinking on the street - in some parts of Acton that is an offence - I am not sure if the area(s) you speak of are contained within the no drinking zone - they are marked. But people who do this can be hostile, especially after drinking 1/4 bottle of cheap vodka. So it may be unwise to suggest to them they take their bottles home with them! Do report all littering by email to Ealing Council each and every time it is a problem. Problems with tenanted properties should be reported to either the owner (you can check that out by carrying out a Land Registry search) or the agent who rents out the property for the owner. Contacting the agent can work, because the tenants are supposed to keep the property in good order - as per their lease. Engaging with these men, who may not speak English is a challenge. Perhaps this is something the eastern european community needs to tackle. |
