The tail should wag the dog? I don't think so.

There is much more to it than just what happens to it (which under best practice should be known by the Council and Council Tax payers) otherwise it could end up being sent back from foreign shores as it is illegal to send lots of waste abroad.

The Council and the contractor rely on the goodwill of the residents to recycle.  Maybe they would prefer not to have any recycling in which case the Council could find itself in deep **** and having to put up Council Tax because of fines for too much landfill waste.  The EU has already commented unfavourably on the amount of incineration some councils have decided on.  What will the position be when food waste is banned from landfill?  That date is getting closer.
