Local authority democratic procedures are poor. One way of dealing with this, just as they set up a committee for the riots, is to set up a scrutiny committee consisting of an equal balance of members which sits EACH week chaired by an independent businessman with relevant experience. Reports would be published giving a lot of detail and a record of ongoing decison making so that the public could see what is going on. If service delivery continues to lag the executive director should consider his position. The Chief Executive hopefully is asking himself how long the Borough can carry a bad apple on such a vast salary. Even if Mahfouz wanted to stand as a prospective MP who would vote for a man who cannot deliver? |
