| It’s even more stark if one looks at the detailed data. ‘Normal’ PM10 particulate levels from the site during hours of operation are anywhere between 100-300 micrograms per cubic metre. Yesterday the level peaked at over 700! This facility shouldn’t be acceptable in a residential area in the 21st century. Remember that the Horn Lane site scores as the most polluted site in London. The Low Emissions Zone will have no impact on this as that only deals with road transport. We can’t force the businesses to leave but we can give the landowner (Network Rail) an incentive to end their leases by lobbying the Council to re-designate the site as suitable for residential/office development (the £ signs will flash before NR's eyes PDQ). And with Crossrail coming at Acton Main Line, this would be an ideal time to regenerate the site by having something else there – just about anything would be in improvement. The Council are currently consulting on re-writing their planning policies (the Local Development Framework). It’s time to be lobbying councillors for the re- designation of this site. And if you haven’t yet responded to the air quality survey in Siobhan Martin’s thread then do so and urge the London Mayor to use his planning powers to call for the rezoning of this site. |
