The usual utter waste and general lack of interest by relevant authorities in doing any semblance of their job properly.
The tenants should of course be chased up, and if they don't have a reasonable excuse then they should be summarily booted out. This period of non-occupation is not acceptable.
But, of course, this won't, and never will, happen.
Might infringe on, you guessed it, their Human Rights.
