There doesn't seem to be any end to what some people will blame Brexit for. All the money the EU has is from its member states; the EU currently does not have the ability to raise taxes directly from EU citizens or to borrow. The UK was a net contributor to the EU so leaving it cannot have affected the ability to fund it. The difference is that it has become increasingly clear that HS2 is going to cost much more than was originally budgeted, hence attempts to cut costs. |
