| Probably after charging someone for removing their rubbish! I believe some Councils do free collections perhaps this might be the way to go, it would certainly work out cheaper than having to do a collection of dumped waste! There will always be rogue landlords and those who just couldn't care less about their environment if course. If possible they should be names and shamed with a hefty fine added! |
