They explain on the website that they can't accept photos electronically (for technical and security reasons), so you can either get a form from the post office and do it all manually, or fill in the form online. As Susan explained, they then send it to you to sign, add the photos and return, along with your old passport. If it's a renewal the photos don't have to be signed on the reverse as a true likeness, unless 'your appearance is very different from the photo in your current or last passport'.
