Not sure why you think this is a developer's charter. The reality is that it formalises what already happens, only a very small proportion of planning applications go to committee. I think Ealing delegate to officers unless there has been a significant number of comments. Councillors rarely override planning officers recommendations anyway even when committees do sit. They'd be ill advised to do so because any such decision will be challenged by the developer. |
