Contracts have changed a lot. These big companies just do a big sell.  They have special teams just working on bidding for contracts.  I just don't think the Councils are good enough at negotiating and checking that what they want is written in well enough to suit the Council.  They are too smitten by that Big Sell and the Great Savings.  It is all about spin. Just look at the problems we have had/are having with hospitals and local councils.  Information is still coming out on what was happening.  We have companies monitoring and investigating themselves.  We have hospitals monitoring and investigating themselves.  We have Councils monitoring and investigating themselves.  We have seen the ridiculous questionnaires where you are asked questions but can't actually give a proper answer - where the questions are asked so that the answers will be the ones that suit the questioner.  Targets have created a culture of manipulating figures. Who, vulnerable and under pressure in hospital and worried about the well-being of their family and themselves is going to stick their neck out to tell it as it is?  We have hospitals in Special Measures with Directors complaining that they haven't had the poor feedback from their patients but the management has been doing this and the management has managed to get a very good result - 70% satisfaction! There are Lies, Damn Lies and Statistics! More CEOs should be down with the workers, finding out and knowing what is going on, seeing what is going on and able to see where there is poor liaison and not enough teamwork and then being able to deal with any problems which arise.
